Today’s Bihar survey will only record caste, not sub-castes, according to Nitish Kumar

All major parties, including the BJP, were in agreement that the Bihar government should proceed with the caste survey, despite the Center rejecting the need for a national caste census.

The Bihar Chief Minister, Nitish Kumar made it clear on Friday, a day before the caste survey gets underway, that only castes, not subcastes, as well as the economic position of each family will be cataloged. He also added that the enumerators had received the necessary training.

The chief minister, who has been on the Samadhan Yatra, said to reporters: “Since we want a caste census that is error-free, sufficient training had to be provided to all those who would carry out the enumeration procedure. For instance, it needs to be double-checked and corrected if someone uses the word sub-caste instead of caste. We have to train the enumerators for this reason.

The CM also stated that the economic status of each family will be included in the survey. “We’ll ask about economic status to get an idea” (on what needs to be done later about them). We will also learn how many family members live in and outside of the state. “The enumerators will also talk to people who live outside the state,” Nitish said.

According to a senior government official, the survey will begin simultaneously at the district and panchayat levels. “Each house will be given an enumeration number, and we will get the exact number of people living in a house, as well as details about their caste and what they do for a living,” said the official, who added that no papers would be required during the process.

A district magistrate had the authority to select enumerators from among teachers, Anganwadi, Jeevika, or MGNREGA employees, according to a government circular. The procedure, however, would remain confidential due to its delicate nature. The full caste census process should be finished in two months thanks to a smartphone app that would gather all the data.
