Government Releases WINDS Manual, Ghar Ghar KCC Campaign, and Kisan Rin Portal

Recent measures by India’s finance minister Nirmala Sitharaman are intended to transform the country’s agriculture industry. These programmes include the Ghar Ghar KCC campaign, the Kisan Rin portal, and the Weather Information Network Data Systems (WINDS) guide.

Kisan Rin Portal: A Vast Farmer Data Centre

The Kisan Rin site, which could revolutionise the agriculture industry, was launched in Delhi by Finance Minister Nirmala Sitharaman. The portal is intended to act as an integrated hub that provides a thorough perspective of essential information for farmers.

Giving Farmers Information: The Kisan Rin portal will give farmers quick access to crucial information, such as details about how loans were disbursed, claims for interest subsidies, and the status of plan implementation. Farmers will be able to make wise financial decisions because to this empowerment.

Transparency in Agricultural Finance: The Kisan Rin portal’s main objective is to increase transparency in agrarian finance.

It would aid in the fight against corruption and ensure that benefits reach farmers in the manner intended by centralising data pertaining to loans and subsidies.

Data Submission Deadline: By December 31, 2023, banks must submit all pertinent data to the Kisan Rin site, according to Finance Minister Sitharaman’s deadline. This schedule demonstrates the government’s dedication to launching the portal efficiently and quickly.

The Kisan Credit Card (KCC) plan, which has played a crucial role in providing credit support to farmers all throughout the country, is set to be further strengthened by the Ghar Ghar KCC campaign, which is set to commence on October 1, 2023.

Regional Rural Banks (RRBs) Digitization

Finance Minister Sitharaman highlighted her concern about the poor progress of computerization in Regional Rural Banks (RRBs) during the launch event.

Strengthening Credit Delivery: The Finance Minister asked RRB management to accelerate the digitization process in order to improve rural credit delivery. She emphasised the importance of this in providing farmers with timely and effective financial assistance.

Role of the Department of Financial Services: The Department of Financial Services is actively striving to sensitise RRBs to achieve speedier computerization, demonstrating the government’s commitment to closing the digital gap.

WINDS (Weather Information Network Data Systems) User Guide

Finance Minister Sitharaman also released a handbook for the Weather Information Network Data Systems (WINDS) portal, which was established in July, in addition to the Kisan Rin portal.
