On July 29, 2023, a discussion was held by the Ministry of Education during the All India Education Conclave (ABSS) regarding the implementation of the APAAR ID card system. The initiative is aimed at registering approximately 300 million students across the country, of which around 41 million are currently enrolled in higher education, and an additional 40 million are involved in skill development programs. It has been mandated that all these students must be digitally registered.

The APAAR ID card is a digital identification system designed to provide each student with a unique identification number linked to their Aadhaar number. - Consent from Parents: Parents must provide consent for their children’s enrollment in the APAAR system. Schools will distribute consent forms that parents can fill out and submit.
- Verification Process: Once consent is obtained, schools will verify demographic details and register students in the UDISE+ portal.
- Generation of APAAR ID: After verification, the unique 12-digit APAAR ID will be generated and linked to the student’s DigiLocker account.
- Accessing the Card: Students can download their APAAR cards from the ABC Bank website once they have been issued.
Mandatory Parental Consent
To create an APAAR ID card, obtaining parental consent is essential. Schools can only proceed with the registration process after securing this approval from parents. The APAAR ID card will function similarly to an Aadhaar card or voter ID, making it valid across the nation. This initiative is part of a broader effort to enhance educational tracking and management for students throughout India.
