The LG in October of last year noted on file that the basic purpose of accordance exemptions under Section 14, 15 and 16 of the Delhi Shops & Establishment Act, 1954 is to enable the various establishments to carry on with their businesses on a 24×7 basis. “Taking grave exception to the delays ranging up to seven years in disposing of applications for exemption by the Labour Department,” a Raj Niwas official said.

Their constant operation will aid in creating jobs and support a favourable business climate for upcoming investments in the national capital.

The Labour Department’s “unprofessional attitude and lack of due diligence” on the subject had been called out by the LG, who also emphasised that the department had adopted a “pick-and-choose” approach to processing such applications, which might be a sign of corrupt behaviour.

Saxena pointed out that the excessive wait time for processing such routine applications has a negative impact on the general business community’s confidence and sentiment.

The LG has also instructed the department to respond to such applications within a specified time frame in order to foster an environment that is favourable to investors, promotes economic growth, and instills confidence in the business community as a whole.
