At 10 p.m. on August 7th, the Delhi Services (Amendment) Bill was approved by the Rajya Sabha. In the meantime, the BJP has charged Aam Aadmi Party MP Raghav Chadha with forgery in the House motion

A motion to refer the Delhi Service Bill to a select committee was made by AAP MP Chadha. Amit Shah stated in the Rajya Sabha that Chadha had falsified the signatures of 5 MPs in order to move this resolution.

Raghav Chadha, however, denied the accusations and stated that it is the law that the proposal to refer the bill to the select committee does not need to be signed.

Two members of the House are claiming that they did not sign, according to Shah. His claims should be documented, and the situation has to be looked into. Deputy Speaker Harivansh stated that 4 members have already voiced their complaints to me on this.

Five MPs’ names were listed in the resolution on the Delhi Service Bill that was submitted today, and all five of the members complained. These included K. Thambidurai (AIADMK), Sasmit Patra (Biju Janata Dal), Sudhanshu Trivedi (BJP), Phangnon Konyak (BJP), Narhani Amin (BJP), and Sudhanshu Trivedi (BJP). These five have allegedly individually filed a complaint of privilege breach against Raghav Chadha.

According to Sasmit Patra of the BJD, the proposal should not have included the names of five to six MPs.

The Biju Janata Dal’s Sasmit Patra stated, “I have provided notice of privilege move. My name was added by Raghav Chadha to the motion calling for the referral of the Delhi Services (Amendment) Bill to a select committee.

The names of five to six MPs were incorrectly included in this proposal, he claimed. I want this situation to be looked into. The Privileges Committee will certainly look into the situation. In Rajya Sabha, BJD backed this legislation. In addition, the Telugu Desam Party and the YSR Congress of Andhra Pradesh both supported the legislation.

Now that you are aware of the situation,

After the Rajya Sabha had finished discussing the Delhi Services (Amendment) Bill, Deputy Chairman Harivansh began introducing the amendment put out by the opposition members to have it passed. The suggestion from AAP MP Raghav Chadha followed this. It was suggested that the Bill be forwarded to the Select Committee. The committee members’ names were also listed there.

Amit Shah, the home minister, then objected. “Sir,” he added, “both of these honorable members are denying signing this motion.” Now, the manner in which this motion was signed is under examination. He moved it, Raghav Chadha ji.

Honorable, who put their hand on that? Investigations are ongoing in this matter. This is not how honor operates. Now, sir, this issue extends beyond forgeries within the Delhi government. In the residence, there is a case of forgery. How does it function in this way? Sir, may I respectfully request that you record both members’ statements so that the incident can be investigated later?

Mr. Sasmit Patra Sir, I would like to bring Rule 72.2 to your kind attention. It states that if a member does not want to serve on the Selection Committee, he may not be nominated. The auteur… I’ll say it again: The proposer must make sure the candidate he is recommending to the committee is open to serving on it. I have not had such a debate, sir. Someone has used my name without my consent. It’s a privilege issue here. How did I get my name? This is entirely incorrect. Vice-President (Harivansh): Four members have already sent complaints. It will be looked into.

Onemit Shah It is an issue of privilege, sir, whether the Chair should announce the identities of these five members or whether they should be permitted to speak and record it. The Committee on Privileges should be consulted regarding it. We were talking about how the Delhi administration engages in falsification. In this House’s proceedings, fraud is occurring.

A breach of privilege motion is what?

It is against the rules of parliamentary privilege to take a member of parliament’s name without that person’s permission. MPs may file a breach of privilege motion in this case. Any Parliamentary member may introduce it.

An MP may introduce a breach of privilege motion in the House if they believe that untrue information has been presented there.

During Rajya Sabha voting on the Delhi Service (Amendment) Bill, the automatic voting mechanism malfunctioned. As a result, ballots were cast using slips. There were 102 votes against and 131 in favor. The President will now receive the bill for approval. After the President gives his approval, it will become a law.

When Home Minister Amit Shah arrived to speak after a day-long discussion, he pressed the opposition to abandon this bill. The security of Delhi is the purpose of this bill. The opposition should discuss Manipur on August 11 because the Lok Sabha will be debating a resolution of no-confidence from August 8 to 10.
