संयुक्त राष्ट्र शरणार्थी एजेंसी UNHCR ने चेतावनी दी है कि फंडिंग में भारी कमी के कारण करीब 8.3 million refugees, अन्य जबरन विस्थापित और राज्यविहीन लोगों की जरूरी सहायता प्रभावित हो सकती है। एजेंसी ने कहा कि सुरक्षा और संरक्षण से जुड़ी कई सेवाएं अब गंभीर दबाव में हैं।

किन सेवाओं पर पड़ रहा है असर?

UNHCR के अनुसार चाड में 3.19 लाख शरणार्थियों के पंजीकरण में देरी हो रही है। इससे उन्हें जरूरी दस्तावेज और सेवाएं मिलने में बाधा आती है। लगभग 2 लाख महिलाओं और लड़कियों के सुरक्षित स्थानों और रोकथाम कार्यक्रमों से वंचित होने का जोखिम है, जबकि करीब 2.33 लाख बच्चों की सुरक्षा सेवाएं प्रभावित हो सकती हैं।

इथियोपिया में लैंगिक हिंसा से बचे लोगों के लिए सुरक्षित घरों की क्षमता एक साल में आधे से अधिक घट गई है। कुछ इलाकों में बाल सुरक्षा कवरेज में 85 प्रतिशत तक की गिरावट दर्ज की गई है। सूडान में यौन हिंसा से बचे हजारों लोगों और गंभीर जोखिम वाले बच्चों की सहायता भी प्रभावित होने की आशंका है।

UNHCR ने क्या अपील की?

UNHCR ने दाताओं और साझेदारों से तत्काल सहयोग तथा अधिक लचीली फंडिंग देने की अपील की है। एजेंसी के मुताबिक ऐसी फंडिंग से संसाधनों और विशेषज्ञों को बदलती जरूरतों के अनुसार तेजी से भेजना संभव होता है।

फंडिंग घटने का व्यापक असर

फंडिंग संकट का असर उन कार्यक्रमों पर भी पड़ रहा है जो विस्थापित लोगों को लंबे समय तक राहत पर निर्भर रहने के बजाय रोजगार और आत्मनिर्भरता की ओर बढ़ाने के लिए चलाए जाते हैं। चाड में करीब 3.95 लाख शरणार्थियों और मेजबान समुदाय के लोगों के लिए आजीविका, प्रशिक्षण और कारोबार सहायता प्रभावित होने के जोखिम में है।

Russia launched a heavy overnight missile and drone assault on Ukraine’s Kyiv region on Wednesday, September 30, killing four people, including a child, and damaging energy infrastructure, Ukrainian officials said.

The attack caused power outages across parts of the capital and surrounding areas. Authorities also reported damage in several civilian districts of Kyiv, while emergency teams worked at damaged residential sites.

Ukrainian Prime Minister Serhii Koretskyi said the barrage was the first large combined attack on energy facilities since the end of the last heating season. He said Russian strikes on energy infrastructure had continued through the summer.

President Volodymyr Zelenskyy said energy facilities in Kyiv and the surrounding region were the main targets. He described the assault as difficult and called for stronger air-defence support as Ukraine prepares for winter.

In Vyshhorod, a city in the wider Kyiv region, a boy was killed when a private house was struck, according to regional military administrator Tymur Tkachenko. Three other people were rescued from the rubble. Three more people were killed in Kyiv, while at least four were wounded, officials said.

Russia’s Defence Ministry said its forces had hit a hydroelectric plant, a thermal power plant, an electricity substation, an energy-storage facility and a data centre. Ukrainian authorities confirmed damage to civilian areas and power infrastructure but did not confirm all of Moscow’s stated targets.

The latest barrage follows weeks of intensified Russian aerial attacks on Kyiv and nearby areas. Ukrainian officials say the strikes are placing additional pressure on air defences and raising concern over electricity, heating and water supplies as temperatures fall.

Ukraine’s Air Force said Russia had used large numbers of jet-powered drones alongside ballistic and cruise missiles. Officials said more than 3,000 such drones had been launched against Ukraine during September, exceeding the previous month’s total.

Ukraine seeks stronger air defence

The attacks come as Moscow and Kyiv remain far apart over efforts to halt the war. Ukrainian officials say Russia is continuing strikes on civilian and energy infrastructure, while the Kremlin has called for a broader settlement rather than a temporary ceasefire.

Ukraine’s government has repeatedly sought additional air-defence missiles, particularly to counter ballistic missiles and protect power facilities. Zelenskyy said support from foreign partners would be increasingly important as winter approaches.

Why the energy attacks matter

The September 30 attack is expected to increase pressure on Ukraine’s electricity network at the start of the heating season. Damage to power plants, substations and other facilities can disrupt electricity supplies and affect heating and water services in cities far from the immediate strike sites.

बोत्सवाना के 60वें स्वतंत्रता समारोहों के लिए 23 हाथियों के शिकार की अनुमति दिए जाने से देश की वन्यजीव नीति पर नया विवाद खड़ा हो गया है। संरक्षण समूहों ने इस फैसले की आलोचना करते हुए कहा है कि राष्ट्रीय उत्सवों में हाथियों के मांस का इस्तेमाल संरक्षण संदेश को कमजोर कर सकता है।

बोत्सवाना में हाथी शिकार की अनुमति पर विवाद

बोत्सवाना सरकार ने 30 सितंबर 2026 को होने वाले 60वें स्वतंत्रता दिवस समारोहों के लिए देश के आठ जिलों में 23 हाथियों के शिकार की अनुमति दी है। इस फैसले के बाद संरक्षण समूहों और वन्यजीव समर्थकों ने सरकार की आलोचना की है।

स्थानीय रिपोर्टों के अनुसार, पर्यावरण एवं पर्यटन मंत्रालय ने 11 सितंबर 2026 के एक सरकारी निर्देश में समारोहों के लिए निःशुल्क शिकार लाइसेंस जारी करने को मंजूरी दी। जिला प्रशासन और वन्यजीव अधिकारियों को शिकार की प्रक्रिया आगे बढ़ाने तथा संबंधित कानूनों का पालन सुनिश्चित करने को कहा गया है।

संरक्षण समूहों ने उठाए सवाल

सरकार की योजना के तहत शिकार से प्राप्त जंगली मांस को स्वतंत्रता समारोहों में इस्तेमाल किया जाना है। बोत्सवाना इस वर्ष अपनी स्वतंत्रता की 60वीं वर्षगांठ मना रहा है और राष्ट्रीय कार्यक्रमों के साथ जिलों में सामुदायिक समारोह भी आयोजित किए जा रहे हैं।

आलोचकों का कहना है कि राष्ट्रीय उत्सवों के लिए हाथियों को मारने का फैसला देश की वन्यजीव संरक्षण छवि को नुकसान पहुंचा सकता है। संरक्षण कार्यकर्ताओं ने यह भी चिंता जताई है कि इससे समुदायों और शिकारियों के बीच हाथियों के संरक्षण को लेकर गलत संदेश जा सकता है।

सरकार के आधिकारिक मंत्रालयीय विवरण के अनुसार, वन्यजीव एवं राष्ट्रीय उद्यान विभाग का दायित्व वन्यजीवों और उनके आवासों का संरक्षण तथा प्रबंधन है। इसी ढांचे के तहत शिकार लाइसेंस और वन्यजीव उपयोग से जुड़े फैसले लागू किए जाते हैं।
