Today at 11 am, the Monsoon session of Parliament got underway

The Manipur issue sparked a commotion from opposition MPs as soon as the proceedings got underway. As a result, the Lok Sabha’s proceedings have been postponed until 2 PM. The Rajya Sabha’s business has also been postponed, first until 12 o’clock and then until 2 o’clock.

PM Modi previously stated, “Today my heart is full of pain, full of anger,” in reference to the issue of two women in Manipur walking naked down the street. Any civilised society would find the Manipur incident shameful. Who are they and how many sinners are there? This is their own place.

He declared, “The entire country is being insulted.” The 140 crore Indians were embarrassed. I kindly request that all Chief Ministers work to improve law and order. Protect your sisters and mothers by taking strict measures.

Rising above political debate, maintaining law and order, and showing respect for sisters are priorities in this nation, in any region of India, or in any state government, according to the PM. There will be no scapegoats. There is no forgiveness for what happened to the daughters of Manipur.

In fact, a mob in Manipur paraded two Kuki women down the street while they were completely naked. This issue dates from May 4. It happened in the Kangpokpi district, which is about 35 kilometres from Imphal’s capital. On Wednesday, its video went viral on social media. More than two and a half months have passed since there was violence in the state.

Manipur issue causes a ruckus in Parliament; opposition issues a notice

The Manipur issue could cause a commotion in Parliament today. Imran Pratapgarhi of the Congress, Priyanka Chaturvedi of the Shiv Sena (Uddhav faction), and Elamaram Karim of the CPI(M) have all given notices for the Manipur issue to be discussed in Parliament.

According to Congress President Mallikarjun Kharge, the Manipur issue will be brought up in Parliament today. On this subject, the prime minister says nothing. He has enough time to organise a meeting of 38 parties but not enough time to travel to Manipur. On the other hand, our party’s Rahul Gandhi visited Manipur and spoke with the locals.

In the monsoon session, the new coalition of opposition parties will also try to force the issue of the Delhi ordinance and Rahul Gandhi’s expulsion from the party. Other topics for discussion include the Uniform Civil Code and the request for a JPC investigation into the Adani-Hindenburg case.

This session, three well-liked bills will be introduced…

1. The National Capital Territory of Delhi Government (Amendment) Ordinance, 2023

The transfer, posting, and vigilance rights of officers in Delhi were addressed by a central government ordinance that was released on May 19. The National Capital Civil Services Authority will be established by the Central Government as a result of this. The Chief Secretary, Principal Home Secretary, and Delhi’s CM will be members of this authority.

The opposition is united in its opposition to the Center’s ordinance regarding Delhi. On July 16, Congress declared its support for the AAP. On the other hand, Kejriwal already has the backing of Mamata Banerjee, Sharad Pawar, KCR, and Uddhav Thackeray, the chief minister of Bengal. On July 18, Bengaluru hosted a meeting to unite the opposition, which included 26 parties.

Meaning: In accordance with the ordinance, the Lieutenant Governor, or LG, will make the final decision regarding an officer’s transfer or posting in Delhi. The Chief Minister won’t be able to influence this.

2. The 2023 Digital Personal Data Protection Act

During this monsoon session, the Digital Personal Data Protection Bill, 2023, will also be introduced. The Personal Data Protection Bill, which had been prepared earlier in August 2022, was, however, withdrawn by Ashwini Vaishnav, the IT minister. The bill was rewritten by the IT ministry and given the new name, the Digital Personal Data Protection (DPDP) Bill.

Stand of the opposition: There were reports of a data leak on the Covin app on June 12 of this year. Because of this, the opposition leaders caused a lot of commotion.

The government, however, had categorically denied the allegations of data leakage. During the House proceedings, it will be made clear what the opposition’s position is on the Digital Personal Data Protection Bill.

Meaning: This bill prohibits telecom companies from disclosing user information to social media and other online platform providers. A fine of up to Rs 250 crore may be imposed for breaking the rules, according to the provision. Its goal is to safeguard the personal information of the nation’s citizens.

3. The Public Trust Amendment Act of 2023

In the monsoon session, another bill will be passed. The Jan Vishwas (Amendment of Provisions) Bill, 2023 is what it’s called. Additionally, the Union Cabinet meeting on July 13th approved this bill. On December 22, 2022, this bill was introduced in the Lok Sabha; it has not yet been passed.

Position of the opposition: The opposition has not commented on the Public Trust (Amendment of Provisions) Bill, 2023.

Meaning: In order to simplify citizens’ daily lives, 183 provisions of 42 Acts will either be repealed or changed, and minor disturbances will no longer be considered crimes. There are numerous provisions relating to prison sentences in these. The weight of lawsuits will be lighter once these amendments are put into effect.
